TITLE: Director of Student Services
QUALIFICATIONS: Illinois Type 75 Administrative Certificate;
Director of Special Education Certificate;
At least four years successful experience in the areas of
Special Education and related services in public schools
SUPERVISOR: Superintendent
PERFORMANCE RESPONSIBILITIES:
1. Supervises, coordinates, and oversees the District’s Special Education, English as a Second Language/Bilingual, Gifted/Talented and Health Services programs and personnel in compliance with applicable state and federal regulations and District standards.
2. Evaluates the District’s Special Education, English as a Second Language/Bilingual, Gifted/Talented and Health Services programs and services on an ongoing basis to ensure effective and efficient identification and service for students with special needs.
3. Assists in recruitment, selection, and recommendation for hiring of personnel.
4. Supervises, provides leadership to, and participates in the evaluation of all of the District’s Special Education, English as a Second Language/Bilingual, Gifted/Talented and Health Services personnel.
5. Coordinates all activities related to Section 504 of the Rehabilitation Act of 1973.
6. Designs and implements an effective referral procedure and other appropriate child find activities to identify students with special needs.
7. Receives and processes referrals for special education evaluations in accordance with state regulations.
8. Designs and implements appropriate assessment systems to provide data for determining the eligibility of students for Special Education, English as a Second Language/Bilingual and Gifted/Talented programming or services.
9. Oversees the complete and up-to-date maintenance of Special Education, English as a Second Language/Bilingual, Gifted/Talented and Health Services records in compliance with state and federal regulations.
10. Serves as liaison between the District and the Southwest Cook County Cooperative for Special Education.
11. Supervises, coordinates and acts as the District’s Homeless program liaison including hospitalized students.
12. Establishes effective liaison and represents the District’s Special Education, English as a Second Language/Bilingual, Gifted/Talented and Health Services departments at inter-agency, school, and community meetings and functions as requested by the Superintendent.
13. Prepares and files appropriate grants and claims for Special Education, English as a Second Language/Bilingual and Gifted/Talented programs, and Health Services personnel approval and funding.
14. Prepares, assists or supervises the preparation of, all reports, lists, records, files and budgets appropriate to the administration of the District’s Special Education, English as a Second Language/Bilingual, Gifted/Talented and Health Services programs.
15. Assumes responsibility for understanding and interpreting state and federal legislation pertaining to Special Education, English as a Second Language/Bilingual, Gifted/Talented and Health Services and related services.
16. Established procedures for placement, evaluation, assignments, and reappraisal of students with regard to the special services program.
17. Develops procedures for referral, securing medical reports, psychological examination, and placement.
18. Communicates and interprets the objectives and programs of the special education services to the Board, the administration, the staff, and the public at large.
19. Participates in the planning and implementation of special education staff development.
20. Oversees, plans and directs the guidance, psychological, health, and social casework services of the district.
21. Supervises, implements, administers and directs case study services for students including the identification, diagnosis, follow-up, and referral of students with problems related to attendance, mental health, or learning disabilities.
22. Serves as consultant to curriculum development committees.
23. Oversees the organization of maintenance of the student attendance accounting system and supervises the maintenance of student records and reports.
24. Monitors the student record system to ensure that approved information is kept current in student cumulative record folders.
25. Oversees the placement of individual students with special needs in those educational situations best suited to their requirements.
26. Assists in implementing state department regulations and in developing special education programs.
27. Conducts a continuing study of dropouts and graduates.
28. Recruits, screens, assigns, evaluates, and trains staff members for the various branches of student personnel services.
29. Assumes responsibility for the professional guidance, supervision, development, and evaluation of testing specialists, guidance counselors, and speech and hearing therapists.
30. Assumes responsibility for own professional development; for keeping current with the literature, new research findings, and improved techniques in specialized area; and for attending appropriate professional meetings.
31. Established effective liaison with the various offices and agencies within the community that may provide specialized or professional help to students and their parents, san serves as the referral agent to those offices and agencies.
32. Represents the district in regionally and nationally sponsored research projects.
33. Implements policy, supervises activities & personnel and coordinates all aspects of the district’s psychological services and mental health programs.
34. Manages and supervises departmental administrative and clerical operations.
35. Evaluates, administers and supervises on an ongoing basis the system’s testing programs including group and individual tests for intelligence, aptitude and achievement.
36. Performs other duties as assigned by Superintendent.
