Charge Statement
District 113A to Study Transportation and Walk Zones
[Lemont, IL] —District 113A will be studying transportation and walk zones as a result of the State of Illinois informing all school districts this summer that the state reimbursement for transportation services will be cut by 42% for this physical year. Dr. Tim Ricker, Superintendent of Schools, and Ms. Pam Mazurek, Director of Transportation reported to the Board of Education on September 13, 2010 that ridership is up district wide and possible financial cuts from the State of Illinois are looming. Additionally, they asked the Board to approve a charge statement for a committee to study all of the issues surrounding transportation for the future in District 113A. The charge statement included the following information:

Charge Statement
For the
Transportation Committee
September 13, 2010
PURPOSE:
The purpose of the Transportation Committee is to study and make recommendations to the Board of Education based upon the evaluation of routes, bus stops, financial outlook for the district and state, and walk zones for students in the District.
Product/Results Desired:
The committee will provide analysis and recommendations to the Board of Education on the following components:
Routes Walk Zones Schedules
Financial Review Organization & Planning Safety & Security
Scope of Responsibility & Level of Authority:
The committee will be responsible for holding meetings in the public that meet the Open Meetings Act and policies of the District. The committee will be responsible for communicating all proceedings to the public and Board of Education. The committee will make recommendations to the Board of Education and final decision making authority rests with the Board of Education. Once the committee’s work is completed, the administration is responsible for evaluation of any plans implemented and will report to the Board of Education annually.
Timeline:
The committee will begin its work in the Fall of 2010 and conclude with recommendations and a report to the Board of Education in January/February of 2011. Meetings will be arranged with input from the committee members for convenience.
Membership:
- Membership will consist of 20-25 representative volunteers
- Individuals will be selected based upon their representativeness through a random draw process
- Committee Chairpersons (2) will be selected by the Committee
- Representative Areas:
- Parents/Community Members - 8
- Parochial School Representatives – 2
- Support Staff – 1 Para professional - 1 Secretary
- Bus Drivers – 2
- Students – 3 – one from OQ, RV & CE if appropriate
- Teachers – 4 – 1 from each building
- Others as appointed by the Superintendent or BOE
- Resource People: Village, Police, IDOT, Fire Dept., Administration
- Facilitators: Dr. Bill Caron, Principal OQ Middle School

Mr. Jay Tovian, Interim Treasurer
“Community members, parents and staff ware encouraged to volunteer for this important committee,” suggests Dr. Ricker. “We need everyone to understand what possible changes could be made as a result of the study and transportation not being fully funded by the state.”
